"Please elaborate who legally has title to this land". First things first: "legal title" is a different concept to "state sovereignty". But, that aside, the question of who has sovereignty over this territory has a simple answer under international law: it is whoever can claim to represent the "Arab state" in the Partition Plan of 1947. And there is only only claimant to that title, and that is the P.L.O. Israel simply can not strip that right from them, no matter how much it tries to strong-arm them.
