Keep it to the legalities i.e. to a statement that (a) Israel is the occupying power and (b) these are Israeli-built colonies therefore (c) they violate the unconditional prohibition on the colonization of occupied territory by the occupying power. Keep it that simple i.e. a resolution declaring that these "settlements" - all of them - are illegal under international law.
