no, she does not represent the Israeli government but she is a former Israeli foreign minister, the current negotiator on behalf of the Israeli government in peace talks (hopefully temporarily in hiatus) with the Palestinians, and one of the few members of Netanyahu's coalition which makes his government remain respectable in the eyes of the global community. At least Livni must be given credit for making a strong effort to continue peace negotiations and reach some success.
