Jordan may well have done what you say. But the Arabs of the West Bank effectively washed their hands of a separate State between Jordan and Israel when they agreed to unify the West Bank with Transjordan in 1950 and remained so unified for the next 17 years until the loss of the West Bank to Israel in 1967. Restoring the status quo as far as possible as at 1967 by dividing the West Bank between Jordan and Israel seems the only way out of the current impasse. If you have any better solution - please let me know.
