Johnboy, I believe you are mistaken on Resolution 181. The GA had the authority to change the terms or end the Mandate. It cannot decide what the situation will be AFTER the Mandate. For this it needs a Security Council resolution, which it asked for but did not receive. GA 181 accomplished what it could accomplish under GA authority; it ENDED the Mandate. This was the end of the power of the Resolution. You can now ask the SC to pass an implementation resolution. Unlikely to be given since the situation is completely changed. Note: Changing the terms of a mandate means: The mandate is in force but some of its terms are different. Example: Have election of the natives for an advisory council, etc.
