Think of a territory which has an Israeli presence: Administrative, military, and civilian where the flow of goods and people is controlled. Now, think of a territory where there is NO administrative, military, or civilian presence, but the flow of goods and people is controlled from the outside. Governmentally, it is self-administered. One is an occupation. The other is a blockade, blockhead.
