Think of a territory that has an Israeli presence (both civilian and military) and an Israeli government. Now think of a territory where the Israeli presence and the Israeli government are removed, but the flow of goods and services is still controlled. The administration reverts solely to the local population. One is an occupation. The other is a blockade, blockhead.
