The willingness to cooperate, becomes obligatory, though it is not law. --- For a term of agreement to be based on/in law, the law must exist before the treaty and will exist after a treaty is broken or canceled. If Egypt was to cancel their treaty with Israel, but still adhere to International Law, no International Law would be broken.
