    Thank you Joe for a thought-provoking post. In psychology we have a concept: the best predictor of future behavior is past behavior. During Iran-Iraq war, Iraq used chemical weapond on Iran on daily basis. Despite numerous attempt at pleading with the international community (UN) every single country turned a blind eye to that atrocit. Iran, having had the capability NEVER used chemical weapons on the Iraqis (civilian or combatant).By the end of the war, iran had over 100,000 victims of chem weapons-more times over all world victims put together. Don't get me wrong, I hate the mullahs regime and live to see its demise. The fundamentl mistake the west makes while dealing with them is thinking they are irrational. They are not. Not a single move the made has been irrational or to their detriment. See it for yourself: 31 years they've been around. With the US embargo/sanctions for all this time, we threw an 8-yr long war w/ Iraq at them..cont'd
