Of course it only applies to non Jews because if they were Jewish they would have a right to stay. Even if the government wanted to deport these people it would not be allowed because all Jews no matter who they are, what country they came from or why are entitled to make alliyah. If a Jew was from Eritrea or Sudan and the government wanted to deport them then all they need to say is I want to make alliiyah and rather than deport them the government would be obligated to give them thousands of dollars worth of different types of benefits, tax breaks and some money which are things every single olleh is entitled to. Non Jews doesn't matter who they are or where they came from they have no right to be living in Israel unless invited.
