The quartet, the road map, the UN, none can legally force Israel to cede control of Jerusalem. The Arabs had control of only a small part of it prior to Israel's war of independence. Jordan then gained control of EJ in that war but later gave it up. The "state of Palestine" is a new concept as it has never existed in history. How could EJ ever have been its capital? Jerusalem is the eternal capital of Israel whether or not some Arabs want to recognize Israeli rule over themselves. Also the temple will be build once the city is secure, just as happened in the past.
