According to UN resolution 181 (the partition plan) Jerusalem was supposed to be a corpus separatum under a special international regime administered by the United Nations. Course the fact that 'acquistion of territory by force is inadmissable' (talknic post 04 about res 252 and 8 reminders) didn't bother anybody as long as it was the Arabs who had it and not the Jews. Now about the road - there are too many huge roads in Israel already. We should stop investing in new roads and start investing in subways and trains.
