The article seems to want to convince the reader that the Jewish population in Jerusalem since 1968 has declined, but that of course that is not true. Most people born in Jerusalem stay in Jerusalem and that in is lions share of the growth. So even though more people leave than come in to the city, the overwhelming driver in the population growth/decline of the Jewish population is the birth rate.
