The meaning of Jeremiah 48.10 is that when G-d commanded Israel to go to war they must not feel it is their own power that defeats Moab, it is G-d alone who gives them victory. There are several possible translations. The Breuer trans. is 'Cursed be he who does G-d's work with falsehood; cursed be he who withholds his sword from the blood.' Maimonides in Mishneh Torah, Hilchos Melachim describes all the precautions required to prevent civilian deaths, and Israel followed these rules by telephoning many thousands of civilians asking them to leave the war zone and by dropping untold numbers of leaflets saying where the IDF would be attacking, so civilians could leave. I don't recall Hamas phoning to ask people to clear the way for suicide bombers who killed 1,250 Israelis, including 125 children. Here in England, for many years the IRA did send warnings to evacuate buildings that were targets for bombers.
