Israel was in control of the West Bank at the time and refusing to allow refugees back. Never the less, Jordan had a right to restore civil order. "Good ones stayed and they are 78% of the Jordanian population" Common sense tells us that the 78% of the Jordanian population were those folk who already lived in the area that became Jordan in 1946. Those who did not live in the area did not have any such right and they were all Palestinians (even Jewish folk) until Israel was declared in 1948. Palestine refugees in Jordan are not Jordanian, they do not belong in Jordan.
