James Baker, Sec of State for "Papa Bush," spoke and promoted this concept since 1990. Israel has no rights to the Golan under international law, UN resolutions, nor the UN Charter. So eventually, this territory must return to Syria. The benefits are many to Israel: -- Syria must divorce itself from Iran, Hamas and Hezbollah as conditions; -- Syria wants to turn to the West because the sanctions agaisnt them have worked and Syria wants more economic freedom; --the USA needs friends on the borders of Iraq 'cause USA military will be Iraq for decades to come. The argument agaist returning the Golan is based on old thinking to protect the "high ground" from artillery. Give up that thinking. Fighting is "asymetric" now; what ever terrorist attacks that occur now doesn't involve artillery. There is also satillite or "drone" surveillance that will prevail to prevent artillery build up. Give back the Golan and make peace.
