While you are right that was a Stern document (I apologize) Begin did not, in any sense, put rescue and the war against the Nazis before building Israel, in fact few of the Zionist actually did - the only exception, and that for just a while, was the Bergson group. The only "rescue" the Zionists were interested in was Zionist Cadre and those deemed suitable to help build Israel, this pointedly excluded all but a handful of the 6 million. The Irgun under Begin (in conjunction withe Stern gang) announced a revolt against Britain in '43, the first attack occuring in '44. Stern and Irgun were not so far apart as you make out. They joined forces to fight Brits during the war and Begin made clear his approval by appointing Shamir Foreign Minister and ordering postage stamps in honor of Stern himself.
