Jake, the Likud government allowed the Muslim Brotherhood to organize charity operations in the hope that the PLO's operations would have competition and that support for the PLO would thus be lessened. This tacit agreement went so far as to ignore totally the formation of a proto-militant wing. Even as late as the first years of the 2nd infitada when Hamas would strike at Israel, the Likud would strike at Arafat instead of retaliating against Hamas. Eventually this changed, then they struck both at the PA and Hamas in retaliation. There was, for the better part of 20 years a tacit understanding. What Hamas did was good for Likud, and vice versa.
