The earliest record of people living and developing the Golan were the Israelites. Since that time the land has changed hands over and over. Yet the Jews have always continued to live there. The most recent change was after WW 1 when the Ottomon Empire fell and lands were redistributed. After WW1 France gave the Golan to the "newly" formed country of Syrian. Assyria did exist but the borders were different and now they also were given the Golan. So from 1920 till 1967 the Golan did belong to Syria. As early as 1948 Syria used Israel for target practice. It stopped in 1967 when Israel took it in war. Syria wants it back they will need to fight for it. Right now the Golan is with its indigenous people. the Israelis.
