There is more money to be made in the EU & US than in Israel. Its a fact nobody ever came to Israel because to get rich ( except for the foreign workers who come here for the low paid jobs ). There are alot of jobs where you get paid much more doing the same thing in the US or Europe than in Israel so you want access to the well paid jobs you need the passports. I moved to Israel 10 year ago from the UK and even though I have no need for it I make sure I renew my British passport because its a useful document to have and creates more oportunities abroad than my Israeli passport. This is not about Israel's wanting to leave town because they are scared the peace process is going nowhere its because instead of being proud moral socialists who believe in distribution of wealth so nobody gets rich but there is no large pay gaps between rich and poor these Israeli's want to be greedy and have the option to get much better paid jobs outside Israel. Worldwide this scam has beeing going on.
