Palestinian Arab nationalism will have no place in Israel once there is a PA state, just as Zionism will have no place in the PA state. India has a large loyal Muslim population, the largest in the world. But Indian does not tolerate its citizens swearing allegiance to Pakistan and waving Pak flags around. So communities in Israel that want to display their loyalty to the Palestinian flag can properly see the borders drawn to put them and their town on the PA side of the border in any land swap, problematic as that might be for other reasons. No country is obligated to tolerate anti-state activity - note that no "international law" tears are shed for the Hutu militias booted out of Rwanda with their communities for butchering 850,000 Tutsis in the Rwanda Massacre.
