Russia and China should have been engaged in an attempt to increase the level of UN sanctions these nations agreed to in the past. No nuclear nation welcomes a new nuclear nation because nuclear weapons are "equalizers" and they lose some edge in the world. Of course, Russia and China would not have agreed to suffer undue financial loses, but some accommodation with them could have been found. As it is now, with the West having already imposed its sanctions, getting Russia and China to participate in some of them via a UN Resolution is not too good. This is another diplomatic mistake by Obama.
