The Presidency is a *ceremonial* position. His job is to present the "face" of Israel, not to engage in diplomacy or promote a personal agenda. It is therefore not his job to explore ideas to "kick start the peace process", and he certainly shouldn't be undermining the elected leader of the country. Peres seems to forget he is not that leader.
