typically egyptian citizens go abroad to get "training" and then return to egypt. they usually don't come from another country to "blend in". egypt's problems are mostly home-grown, sadly. the article states that they might've gone to gaza for training, but i'd say that jordan itself and syria are more likely training bases. the brotherhood controls a huge chunk of the jordanian parliament, seats which they gained mostly from extortion and threats.
