The Quartet's scheme is completely pointless unless it sanctions either party that does not keep to the Quartet's timetable and sanctions either party that shows insufficient flexibility in achieving a peace deal. Bilateral negotiations with no enforocable timetable and no external supervision of the proposed deal do not stand a snowball in hell's chance of succeeding. All they do is to perpetuate the occupation and allow settlements to expand unhindered.
