The Palestinians already unilaterally declared their state in 1988, and what they are now seeking is a UN acknowledgement of the legitimacy of that declaration. The UNGA is perfectly entitled to do so. "any attempt by the unga to create a state".... again, that presupposes that this state does not exist. Over 104 countries ALREADY accept that it ALREADY exists, and the UNGA is a perfectly legitimate venue for all 193 nations of the world to declare where they stand. Cipora, you will be left standing with Israel, USA, Canada and, maybe, Micronesia and Palau....
