Erdogan wants to make himself useful to Europe. That's the crust of it. The Europeans (and the allied regimes in the Arab world) were delighted to fight Asad to the last Turkish soldier, but when the weeks became months and then years, the law of diminishing returns set in. The turning point were the exchange of artillery fighting last month. Europe suddenly realized that far from Turkey fighting their war, it is them getting dragged into Turkey's little war. Erdogan is welcome to continue the fight, but from now on it is entirely his own show, at the cost of the Turkish economy.
