Israel doesn't need any outsider's authorisation before entering war. Israel has a strong army that is there to protect it's citizens, and that is it's primary goal. Avoiding civilian casualties is only a secondary objective, but that must that must not be accomplished if it risks putting the soldier's lives at stake. Israel has attacked in a powerful manner, dramaticly reduced rocket fire on it's territory and has shown it's power to any other nation that has seen it week after the second Lebanon war. Israel's actions were legitimate, and it is not up to some outsider coming from a developed country that hasn't known war in the past 50 years to decide what is right or wrong in these situations.
