Israel has never relinquished its occupation of Gaza's territorial waters, which therefore is under occupation according to everybody. As far as Gaza's soil, Israel considers it not to be occupied since Sharon's evacuation (2005), while the rest of the world, including the UN and Egypt, and almost all legal experts still consider Gaza as occupied by Israel. The implication is that according to the "world", it is Israel's obligation to support the Gaza economy. Egypt is not obligated, and may or may not do so according to any consideration it wishes to entertain. One certain consideration is that it does not want to relieve Israel of its burden. Why? If you are a reasonable thinker, figure it out yourself.
