    The ulltra orthodox would not be such a problem to people who don't share their beliefs if the law made them responsible for their crimes, ranging from harrassing others to incitement to kill. Knowing that you are going to be enjoying the confines of a cell for sometime for failing to behave like a civilized human-being can be a powerful deterrent.
