We don't need it! Three billion dollars equals less than 12 billion shekels. The hareidm (ultra-Orthodox) alone cost us about 5 billion at a conservative estimate. That includes monthly stipends for yeshiva students, exemption from property tax, free tuition at their seminaries, not to speak of child allowances for their large families. Then there\s the settlements. I haven't seen any recent figures about that. So if we were to force the haredim to stand on their own, and force the settlers to live without the special perks they get, we would not only cover the three billion from the US but also much of our budget deficit.
