Jerusalem is an expensive place to live, just like Tel Aviv, but the Arabs are somehow managing to live there and they are not generally doing so by being wealthy. The standard of living in Jerusalem has become high, the cost of living in Jerusalem, in a Jewish Area, has become higher. Efforts can be made to curb this expense, but efforts must also be made to deal with the Arabs. There is a phrase in America for it, but the same has been used in Canada, Urban Renewal. When places are decaying, you can force them to renovate and then, the people who let them deteriorate can not afford to live there anymore. If more of these places were made livable, more Jews would live there and housing would become cheaper, but fewer Arabs would be able to afford it.
