    The reason being there is a deep hate of many people in Israel of religious Jewish people, Torah, Yeshivot and Haredim. There are many problems that are viewed as caused by the Haredim even if they are not.(Some problems are but not the fire) That is why there needs to be a clear policy. The Education ministry or religious Ministry should be appointed to draft clear legislation regarding the issue. I am somewhat amazed at the hate of Haredim espoused in these comments, it is beyond rational. There must be a clear policy an the perceived or real blackmail must end. Also a clear policy would enable ministers to be focused on what they are hired for. Interior ministry illegal aliens, water, citizenship, and not be focused on issues that aren't as relevant to the ministry. So it is crucial that in some areas clear policy be drafted in regard to this in order to keep the enmity on a lower level
