Even though Hizballah initiated the hostilities with its attack on Israel, this was an attack on the military that captured 2 soldiers. Afterwards, Israel attacked inside Lebanon against the militia, and also captured militants/combatants...I am not sure how many. If the two sides were to only exchange people that were taken on the soil of the other, this would be fair. In other words Lebanese militia captured in Lebanon by Israel can be exchanged for Israeli military captured by Lebanese inside of Israel. This is different than exchanging for a terrorist who crossed into another country and hurt civilians (like Kuntar)...so a distinction must be made. Prisoner of War exchanged for other P.O.W....and *NOT* POW exchanged for criminal or someone who targeted civilians.
