There have been plenty of train crashes or airline accidents that could have been avoided all over the world and the operators thought they had it all worked out but then comes the real emergency and its only then we realise actually we didn't have things worked out as well as we should. Successive governments neglected the fire service for decades, Dan Halutz retired the IAF fire fighting helicopter fleet and contracted to the private sector all responsibility for arial fire fighting and the private sector do not want to invest in decent planes so we had pretty much converted agricultural planes which were not up to the job, the private sector doesn't want to spend money keeping large supplies of fire fighting foam in storage its expensive and planes in private hands cannot be scrambled as soon as the fire breaks out the way an air force plane can. So the politicians thought we had it all planned out we can not spend money on the fire service but as we have never actually had a fire so big that we can't handle it with the tiny recourses we have so no need to waste money on buying all these expensive toys for the off hand there might one day be a fire that gets out of hand. Before Lebanon 2006 the IDF might buy a tank but to save money they would not buy any kind of defense system to protect the tank from anti tank missiles because until now its not been a big problem so why waste money on something like that. It doesn't matter what sector of society or what part of the world your in there will always be situations where you think its all ok and then there is a real emergency and its only then you discover that its actually not as ok as you thought. Whilst investigations must take place find out what went wrong, why and how to avoid it happening in future this is just a tragedy
