There is nothing more dear to an Israeli heart than getting something for nothing. They are normally not very successful but it is a shame to miss an opportunity. This is the usual sort of "precondition" levied upon all Israeli diplomatic efforts with Arabs. Usually it dooms the diplomatic effort from the start, but who is to say that this is not what was intended. Although "preconditions" may seem to be failures at first glance, they may have been wildly successful in the minds of those who use them. Why should Annapolis be any different?
