At various times and places throughout history, Jews have been persecuted and attacked for one reason or another. These attacks were unwelcome as the Jews were a part of the local society and didn't care to be singled out from the rest to be considered as targets. Things are a bit different today for the Jews of Israel. They have a nation which is interested in further expansion into the Arab lands. Although most people will think that this means only the territories, there is more. Many elements of Israeli society have said that parts of Lebanon, Jordan, Syria, and Egypt are rightfully part of Israel. Who knows what the expansionist goals of Israel are. In any case, the element which is required to pursue these goals is perceived persecution and violence against Israel. Peace would lead to a Palestinian state, which would stymie Israels entire expansion process. Israel needs the Qassams more than Hamas does. If this wasn't true, the Qassams would have been stopped long ago.
