In order to influence the PA elections and hopefully see non-Hamas candidates elected, moderates in the Israeli government finally decided to deal with the most aggregious elements of the settler movement and their offences, ie the destruction of olive groves and the takeover of Palestinian properties in Hebron. After all, encouraging the election of moderates might just lead to peace. Not to be outdone, the extreme right needs to ensure the largest possible victory for Hamas so no progress can be made. How to do this is the question. Why not accelerate the friction points - destroy more orchards, burn a few Palestinian homes and then riot against the IDF and police to prove who really controls Hebron; that the IDF and police can't or won't protect Palestinians or their property.
