The primary guilt falls on Katsav himself. But a very close secondary guilt falls on our political system - the election of our Presidents long ago turned into an issue of 'deals' made between the major political parties. Katzav was elected as the result of such a political 'deal' (not because of any special suitabiiity for the job) - regardless of the fact that most of those who selected and elected him were quite aware of his long-term sexual philanderings. A tertiary blame must fall on our Journalists, who since the beginning of the state have kept silent about the immoral private lives of our politicians. They too knew all about Katzav's immoral past, and they still held to their traditional silence.
