Eli Yishai was voted down in the cabinet for demanding that the entire water and electricity supply be bombed. However Peretz at the start of the war said that he had personally introduced the concept of superceding the idea of "civilian". Everyone in the south he argued is either for Hezbollah or against it. If you're for it, you're a target - civilian or not. He never explained how bombs are supposed to ask the political question and so operational orders were to bomb Shia villages. Sometimes Christian villages too. Olmert in his idiotic fire-side speech declared that the "entire population" which was the "support base" of Hezbollah was driven north and that this was a victory in the war.
