Many Palestinians fled the conflict in the early days of Israel. Israel simply took the land and homes of these people and did not let them return. I don't know what papers those Palestinians had, but I do no for certain that the Israeli Jews had no papers on any of the land they took. Israel just printed whatever documentation they needed as they went. I suppore the Palestinians could do the same. Israel sets so many grreat examples in this way, but they intend those examples to work only for Jews.
