I find this extremely odd. Not only will it cause big headlines in dozens of countries where national celebrities are "arrested" to prevent them from bringing humanitarian aid to suffering people (which in itself will be a major PR defeat for Israel), but it will also be completely illegal. Israel has no authority over international water or Gaza's water and Israeli law does not apply outside of Israel, there is no ground whatsoever for arresting anyone. At most people will be in jail for a week, after which everyone will be released and there will be another PR nightmare: Israel's unlawful incarceration of 700 aid workers. And just imagine that the Israeli navy kills some people... It would be a full-blown diplomatic crisis.
