    Israel should lift its blockade and allow free shipping to Gaza. Once the blockade is lifted, Israel should close all its crossings to Gaza since Gaza will be granted with free access to the world and Israel will have no obligations to feed a hostile entity. In addition, electricity and water supply from Israel should be stopped within one month time (hopefully Turkey or Egypt will help them in this matter). Following these measures, there will be no Israeli "occupation" over Gaza and Gaza will be completely free of any Israeli control. Israel should then tell the world that any firing of rockets from Gaza, will be retaliated with devastating measures not seen even in Cast Lead Operation.
