It is an obligation. Israel has NOT met it's obligations from this agreement. Why negotiate a new agreement when Israel has not honored the last one? Worse, Obama has proven to be a puppet of AIPAC, and has not done his duty to enforce the Road Map Agreement signed under his predecessor GW Bush. If future agreements are to have ANY meaning, -and if Israel and Obama are to have any shread of honor, then Settlement construction must stop. If not, there's always plan B, -the International Criminal Court.
