Cash is not a good idea, but Israel needs to be careful when playing hardball with Intel. Kiryat Gat is now within rocket range of Gaza, and Israel needs to incentivize Intel to stay even if the going gets tough, as it inevitably will with the rising tension with Iran. At some point, Iran will activate the Hizbullah rockets in Lebanon and the Hamas rockets in Gaza. Israeli citizens work at the Intel plants, but the capitalization risk is Intel's. Grants might offset that risk. But get signed agreements with Intel.
