Obviously people like Weinstein understand basic ethical principles, and obviously they understand that many of their actions are dubious, or even immoral. But they are not willing to take a small risk today, give up a tiny bit of ground today, on the chance that it might help their position tomorrow. As much as Israel likes to cultivate an image of boldness for its leaders, they are not risk takers, they are cautious bureaucrats. They try to make a safe decision that looks good on the balance sheet with not a whiff of leadership or long term thinking behind it.
