The different conclusions reached by military intelligence, the foreign ministry, and the national security council on the one hand, and the mossad, on the other hand, are indicative of a failure to coordinate information between various branches of the Israeli intelligence community. Yes, different agencies will always have different organizational character, and will therefore sometimes disagree. But this stark disconnect suggests that there is dangerous degree of stove-piping between these agencies, and Israel ought to do something to increase their ability to share information and reach collaborative assessments -- much like the US did after the 9/11 commission report, by establishing the Director of National Intelligence in 2004.
