Historically, it only strikes against countries that are directly attacking it, or allowing their territory to be used as a base for attacks, or presenting an existential threat. Lebanon 2 included a lot of screw-ups, but it did end with Israeli troops on the Litani River. Hezbollah is definitely better equipped now than it was before, but that's all thanks to the Useless Nations and the equally useless western countries rather than a result of the war itself. Hezbollah apparently feels that the humiliation of Nasrallah hiding in his cave, and Hezzies' inability to do serious damage to Israel in 2006, and the way in which Israel could and did strike its bases with impunity and precision, makes the periodic shelling of Israeli towns and the periodic kidnap attempts along the border too dangerous for now. That's about the best outcome you can get with terrorists.
