It is clear that the West sees this as a future homeland for the Palestinians as was always talked about in the peace process (of course particulars were never finalized). If Europe and the West want things to change they have to change the equation, which would likely mean withdrawing its unconditional support of Israel. This may force the hand of Israel one way or another by altering the power dynamics of the peace process, Israel might actually have something to gain from diplomacy - you can't be an island with no allies or trading partners.
