Disagreement with your statement is to be expected since the term "civil rights" is nebulous: that is the reason Zionists agreed to use "civil rights" when they and the British government drafted the Balfour Declaration but insisted the term "political rights" not be included, though the "political rights" of Jews in Arab countries were to be respected according to the Declaration. The history of drafting the declaration is very clear in documents of the time. With regard to Balfour "giving" all of Palestine to Israel, the British government had no authority under their League of Nations mandate to do anything but to prepare the indigenous population for self-governance. This is also clear from the mandate itself and the identification of the indigenous population in terms of numbers and land ownership, overwhelmingly Arab.
